We have an exciting opportunity for a contracts professional to join the Close-In Weapons System (CIWS) program within Ship Systems Integration and Sustainment (SSIS) portfolio within the Naval Power Strategic Business Unit.

This is a non-supervisory, experienced individual contributor position who will support and have oversight for the CWIS Sustainment portfolio, providing systems and repair and spare items applicable to, and in support of, the MK-15 Close in Weapon System (CIWS) to our US Navy customers. The primary customers are Naval Systems Support Command (NAVSUP) and Defense Logistics Agency (DLA).  The position is well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment.

The Principal Specialist is responsible for providing guidance on contractual terms and conditions, risk assessment and mitigating solutions, best practices, and policy compliance. In this role, you will work closely with the Program Managers, Estimating & Pricing, Business Finance, Operations and Supply Chain functions to construct, submit, and negotiate price proposals; provide support to senior management regarding contractual and business issues; ensure that negotiated terms and conditions comply with company policies; and advise management of contractual rights and obligations and possible mitigation of contractual/program risks.

To be successful in this role, you must be able to work independently to solve complex contractual issues. You must be able to navigate a variety of customer relationships with people awareness and social adaptability. Time management is crucial as you will have competing priorities and must answer to your team and to your customer with prompt and informed interchanges.

Domestic travel is required, approx. 10%.

What You Will Do:

  • Analyze Requests for Quote (RFQ), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration.
  • Collaborate with the Contracts Lead, Program Directors, Senior Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain to construct, submit and negotiate pricing proposals.
  • Support program management and executive reviews.
  • Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
  • Provide guidance regarding contractual and business issues, advising stakeholders of contractual rights and obligations as well as possible mitigation of contractual/program risks.
  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Identify, mitigate, and drive the resolution of contractual issues as they may arise.
  • Developing relationships with and serving as the focal point of contact with the customers’ Contract Managers, DCAA and DCMA.
  • Shaping opinions of key stakeholders and negotiating to create the best outcomes possible.

Qualifications You Must Have:

  • Typically requires University Degree and minimum of 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience
  • Experience with negotiation and administration of contracts and/or subcontracts
  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS) and related government regulations

Qualifications We Prefer:

  • Professional, effective written and verbal communication skills to interface with all levels of internal and external customers; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations
  • Experience working competitive domestic and international programs/acquisitions [Foreign Military Sales (FMS) and Direct Commercial Sales (DCS)
  • Familiarity with Intellectual Property, license agreements, teaming agreements, and Export/Import
  • Strong computer skills including Microsoft Word, PowerPoint, and Excel
  • MBA, Advanced degree (Masters or J.D.) or Industry Certifications (NCMA or IACCM)

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
